Emotional Support Animals & California Law
At Life Focus Center, we understand the profound bond between people and their pets. For many, an Emotional Support Animal (ESA) is not just a companion, but an essential part of healing and daily well-being. Our licensed mental health professionals are here to help you determine whether an ESA is a beneficial part of your treatment plan, and to provide legitimate ESA letters in compliance with California state law.
What is an Emotional Support Animal (ESA)?
An ESA is a companion animal that provides comfort, stability, and emotional support to individuals struggling with mental health conditions such as anxiety, depression, PTSD, or other recognized emotional disabilities. Unlike service animals, ESAs are not trained for specific tasks, but their presence can reduce stress, ease symptoms, and improve overall mental health.

California ESA Letter Requirements
In California, ESA letters must meet strict guidelines as defined by the California Board of Behavioral Sciences, to ensure legitimacy and protect both individuals and providers. At Life Focus Center, we follow these requirements:
Established Relationship: A minimum 30-day therapeutic relationship with one of our licensed mental health professionals is required before an ESA letter can be issued.
Diagnosis: You must have a diagnosed mental or emotional disability recognized in the DSM-5.
Clinical Evaluation: Our professionals conduct a thorough evaluation to assess your condition and determine whether an ESA is appropriate for your treatment plan.
Letter Content: The ESA letter is written on official Life Focus Center letterhead, includes your therapist’s license details (license number, type, jurisdiction), and states your qualifying disability and the therapeutic need for the ESA.
Notice of Misrepresentation: California law requires that clients be notified that falsely representing an ESA as a service animal is a misdemeanor. Our providers will give this notice verbally or in writing during the process.

Benefits of an ESA Letter
A valid ESA letter can:
Provide documentation for housing accommodations, protecting your right to live with your ESA under the Fair Housing Act (FHA).
Offer peace of mind knowing your ESA is formally recognized as part of your treatment plan.
Help strengthen the therapeutic bond between you and your animal, reinforcing emotional stability and support.
Emotional Support Animal (ESA) Letters – FAQs
1. Can I get an ESA letter online instantly?
No. In California, an ESA letter can only be issued after at least 30 days of a therapeutic relationship with a licensed mental health professional. At Life Focus Center, we follow state laws to ensure your letter is legitimate and protected.
2. Do landlords in California have to accept my ESA?
Yes. Under the Fair Housing Act (FHA), landlords must make reasonable accommodations for tenants with valid ESA letters. However, ESAs are not granted access to all public places like service animals are.
3. What conditions qualify for an ESA letter?
Conditions such as anxiety, depression, PTSD, and other recognized emotional or mental health disorders may qualify. A licensed therapist must evaluate your needs and determine if an ESA is appropriate.
4. What information is included in the ESA letter?
The letter will be written on official Life Focus Center letterhead and include:
Your therapist’s license type, number, and jurisdiction
Confirmation of a qualifying diagnosis
A statement that an ESA is necessary for your treatment
5. Is there a difference between an ESA and a service animal?
Yes. Service animals are trained to perform specific tasks for individuals with disabilities and are protected under the ADA. ESAs provide emotional comfort but are not task-trained and have protections mainly under housing laws.
6. How long is my ESA letter valid?
Most ESA letters are valid for one year. Renewal requires continued care and an updated evaluation with your therapist.
7. What happens if someone misrepresents a pet as an ESA or service animal?
In California, falsely representing an ESA as a service animal is a misdemeanor. At Life Focus Center, we provide clear guidance to ensure compliance with state laws and ethical practices.
8. Does insurance cover the cost of an ESA evaluation and letter? Your insurance may cover the initial assessment but we are not aware of an insurance provider that covers the cost of an ESA letter.
